Le point de vue Projet de RSEInfo

Habituellement et pour justifier de la compétence projet, les présentations commerciales des sociétés s'appuient sur de beaux graphes de processus théoriques, directement issus des ateliers de génie logiciel et des outils de planification :  organigrammes fonctionnels, Gantt, PERT, MPM, etc. Si tout cela n'est certes pas inutile, l'expérience montre que le facteur de qualité est essentiellement humain : La compétence du Chef de Projet est partiellement matérialisée dans les outils, mais ceux-ci ne restent que des supports  à sa rigueur.

Notre expérience a pu mettre en évidence que les mécanismes de gestion restent identiques de 80 à 95%, quelque soient les corps de métier et les secteurs d'activités.

Cette prise de conscience permet de correctement identifier les caractéristiques spécifiques au projet (5 à 20%), sans se noyer dans une complexité apparente.

Le Chef de projet généralise, factorise, afin de comprendre et de naviguer sans mal dans les 20% spécifiques dont il peut ne pas être expert ni même spécialiste.

Le Chef de projet et le cas échéant le Directeur de projet, en ayant bien compris ces aspects de gestion, doit intégrer dans sa vision globale du projet, sans jamais les oublier lors de la mise en œuvre : L'objectif annoncé, Les contraintes budgétaires, Les contraintes organisationnelles et fonctionnelles principales (administratives, procédurales,...), Les contraintes juridiques incontournables (normes, lois, règlements). Le chef de projet doit très clairement posséder une aptitude à lire, comprendre et retenir les éléments importants des textes réglementaires, Les contraintes techniques essentielles (spécificités techniques, moyens opérationnels, moyens humains, profils des personnels, sous-traitants ou partenaires). Les contraintes temporelles et tout particulièrement les délais incompressibles (évaluation raisonnable du temps de réalisation d'une tâche qui constitue le yin et le yang du projet). C'est la cause principale des problèmes qui se matérialisent ensuite par des dérives budgétaires ou des blocages techniques. L'impact technique (conséquences en terme de matériel, d'entretien ou de mise à jour, de qualification du personnel) L'impact organisationnel et fonctionnel (conséquences administratives et procédurales)

C'est la rigueur et la précision sur tous les éléments importants et incontournables (en pratique ils sont peu nombreux) et une souplesse sur les autres éléments (une capacité d'adaptation) qui permettent une coordination et une planification dans le respect de la règlementation.

Par la mesure des impacts à venir, le Directeur de projet (ou le Chef de projet avancé) permet au client de se projeter sur la pérennité de son projet, au-delà de la mise en œuvre.

RSEInfo's opinion on Project Management

Usually to justify this ability, marketting presentations of companies which propose projects management services rely  on great theorical process charts, directly coming from planning tools: organizational charts, Gantt, PERT, MPM, etc. If all of these are useful, a long experience shows the human factor as the main quality point : The Project Manager ability is partially realized by the tools, but they are only medium of his (her) rigour.

Our professional experience has brought out that 80 to 95% of managment mechanisms are the same in all activity sectors and in all professions.

When a Project Manager becomes aware of this, he can correctly identify the features which are specific to the project (5 to 20%),  without becoming bogged down in an apparent complexity.

The Project Manager generalizes, factorizes to understand and navigate without difficulty in the specific 20% in what perhaps he is not an expert or a a specialist.

The Project Manager and so the Project Director, when he understands these management tricks, must next in his global view of the project the following constraints or impacts :  The desired goal, The budget constraints, The main organizational and functional constraints (administrative, procedural,...), The unvoidable legal constraints (in norms, laws, rules). The Project Manager must clearly possess a large ability to read, undertstand and remember the most important regulatory texts, The main technical constraints (technical specific features, operational means, human means, professional profile of the staff, subcontraftors or partners), The time constraints and especially  the incompressible times (reasonable estimation of tasks completion deadlines, which are the alpha and the omega of a project). This is the main source of problems that appear next in overspendings or technical  blockings, The technical impact (consequences at material, maintenance, update levels, at staff qualification level), Functional and organizational impact (procedural and administrative consequences).

The rigour and the precision on the importants or unvoidable elements (they are really not so numerous) and a flexibility on the others (adaptation ability) that allow a planning and a coordination in the respect of regulation texts.

When measuring the future impacts, the Project Director (or the advanced Project Manager) can help the client to anticipate the project durability, over the implementation.

RSEPaw votre Système d'Information

RSEPaw est un progiciel Web gratuit édité par la société RSEInfo, permettant la création, la gestion et l'utilisation d'un grand nombre d'applications de gestion dans votre site Intranet ou Extranet. RSEPaw est à la fois :

• un générateur d'applications de gestion en mode Web. Sans bagage informatique spécial et sans programmation, il est possible de se construire et de se paramétrer en quelques minutes ses propres applications. Les applications peuvent être librement reliées entre elles et un certain nombre de comportements classiques sont prédéfinis (gestion des utilisateurs et des profils d'accès, authentifications, ...).
• un site Web personnalisable permettant principalement d'accéder aux applications créées. Il est possible de se configurer en site complet grâce à RSEPaw ou bien l'intégrer dans un site existant.
• un gestionnaire des utilisateurs et des accès. Les utilisateurs sont créés et paramétrés pour l'ensemble des applications.
• un gestionnaire pour la maintenance technique des applications créées : purges et sauvegardes  manuelles ou automatiques, mises à jour logicielles, installation de nouvelles langues, paramétrage d'import-export de données, etc.

RSEPaw n'est pas un Programme de Gestion Intégré (PGI ou ERP) au sens traditionnel car il ne s'agit pas de configurer des applications toute faites et prêtes à l'emploi, mais véritablement de se construire ses propres applications, non limitées à la finance ou à la relation client, mais pouvant aborder tous les types de besoins.

RSEPaw's approach

The first idea was to allow anybody, who use computers without special knowledge, to build its own applications in few minutes. This philosophy has been widely exploited in personal databases as Microsoft Access TM or same softwares, but these tools face with several difficulties:

• The carrying out is hard for the majority of users, who are forced to work on the structure and the storage of the datas, the complex datas'validation rules, the laborious setting of reports,...
• The functionalities other than fill/search datas require systematically an expertise in programming (access profiles, alerts, validation flow chart of a record, communication with other applications,...).
• The functional evolution of the applications is rarely possible.
• ...

With the use of actual technologies, RSEPaw tries to eliminate the stumbling blocks of these kind of tools, leading to functionalities which exceed their scope of intervention.

Ergonomy

Although displaying can seem deliberately simple and rough, the principles of navigation in RSEPaw come from a very fine analysis of habits and wishes in the use of multi-users applications of management and supervision. So RSEPaw is splitted in 3 distinct parts:

Administration : creation/modification of applications; users administration; creation ofreports and statistics; technical maintenance (backup, purge, software update and upgrade, language installation, etc.). Application's updating : creation/modification of records; functional configuring of the application (content of selection lists). Displaying of application's datas : search, reports and statistics, etc.

This approach permits to distinguish users in their responsabilities : tehcnical administrator,  functional administrator, keyboarder/manager and analyst/executive.
So, it lightens the interfaces and the input screens, allowing the easy cohabitation of experts with other users. This feature is rarely found in usual softwares.

Application building

The building of a RSEPaw application is very simple and is done in less than 5 minutes, in few stages :

Define  application name and  description Define  application's type. Add informations (fields) to have in a record : list (rollin up,multiple check boxes, ordered, etc.), text, multiline text, number, date, gap of dates, reference (link) or list of reference to records of an other application, ...

That's all !

Of course, you can create some reports, modify the application's security strategies , modify the records'displaying in consultating area or/and in updating area,etc.

Reporting

Reporting in RSEPaw is quiet unsual, but intuitive and efficient. All coherent reports which can be extracted from an applicationhave been identified, implying a simplification at their création.

• Reports are always global. It is only when consulting them that the user restricts results and can even change their interpretation, through filters.

• The number of reports is so minimized, and they can be developed in unlimited ways.
  To compare, usual reporting tools(Business Object, PowerPlay, etc.), each filter requires a specific report.
  For example :
  only one financial listing, which set a supervision of payments of clients/providers/third persons or companies, can be used for displaying takings and expenditures, the payments already settled or to settle/receive, by type, by payment mode, by client/provider, etc.
• Arrays can be exported in a spreadsheet, alowing the displaying and handling of the datas in a personal way.
• External reports (comming from spreedsheets, for example) can be declared and their access can be checked as RSEPaw's reports.
