Le point de vue Systèmes d'Information de RSEInfo

Pour RSEInfo, la notion de système d'information (SI) dépasse très largement celle de l'informatique.

Il s'agit de définir et de mettre en place les moyens et les usages permettant à l'information d'être collectée, saisie, stockée, traitée et diffusée au sein d'un organisme, quel qu'en soit la nature (son contenu) et son format (papier et/ou numérique). L'on parle donc bien ici d'organisation et de gestion au sens le plus large (non restreinte à la comptabilité et applications dérivées, comme c'est souvent le cas). Le SI intègre l'image la plus proche des flux physiques et dématérialisés (entrées, internes, sorties) et des traitements transitant ou effectués dans l'organisme, en tenant compte de l'interconnexion des sites distants. Il permet aux gestionnaires de faire le suivi et le contrôle des flux et traitements et aux sphères décisionnaires d'en évaluer les performances et les caractéristiques, afin d'assoir la prise de décision.

Certains spécialistes ont tendance à définir le SI uniquement sous l'angle de la dématérialisation de la gestion, selon une approche fonctionnelle (ce qui est réalisé, les procédures) et technique (matériels, logiciels, technologies, télécommunications).
L'aspect humain est, quant à lui, parfois vu comme un moyen technique, parfois comme une donnée fonctionnelle.

Enfin, le SI doit également permettre l'intégration la plus aisée de nouvelles tâches et procédures ou la modification d'anciennes (évolutivité).

RSEInfo's opinion on Information Systems

For RSEInfo, the notion of information system (I.S.) exceed those of computer science.

It means defining and implementing all the resources and the uses that permit information to be collected, entered, stored, processed and distributed in a company, regardless of the nature (its content) and its format (paper and/or digital). Here, we speak about organization and management in their broadest meanings (not only restricted to accounts and other derivative applications, as too often). I.S. tries to get the closest image of physical and virtual flows (inputs, internal, outputs) and processings int the company, taking into account of interconnection of remote sites. It allows managers to supervise and control the flows and proceedings and the decision-making spheres to assess the performances and efficiency for an appropriate decision.

Some specialists only define I.S. in its paperless management feature, through functional analyze (what it is realized and proceedings) and technical sights (software, hardware, technologies, telecommunications), where the human level, is sometimes considered as a technical resource, sometimes as a functional data..

Finally, I.S. must allow the easiest implementation of new tasks and proceedings or the change of old tasks (scalability).

At its level, RSEInfo puts attention to the human sight, without forget the other features :

• in the ergonomy of S.I. elements (friendlyness, simplicity), that can be sufficiently cripping to generate implementation unsuccess.
